Liability from inadequate storage infrastructure has a consistent pattern across every level of government. It doesn’t announce itself in advance. It surfaces at the worst possible moment, during an audit, a prosecution, an investigation, or a public incident, and it surfaces in a form that makes the storage decision that created it look much more consequential in retrospect than it did when it was made. The departments, units, and agencies that manage storage-related liability most effectively aren’t necessarily the ones with the most sophisticated systems or the largest facilities budgets. They’re the ones that connected storage infrastructure to accountability requirements early enough to make deliberate decisions rather than discovering the connection after a failure made it undeniable. This article covers how that connection works across law enforcement, military, and government contexts, and what a coherent storage-based liability reduction strategy looks like when it’s applied across all three. The Common Thread Across Every Liability Scenario Storage-related liability across every level of government traces back to the same root cause regardless of the specific context. The accountability record the agency needed to defend itself didn’t exist, wasn’t complete, or couldn’t be produced in a form that satisfied the standard the review framework applied to it. In a law enforcement context, that failure looks like a chain-of-custody gap that a defense attorney exploits to suppress evidence, a missing firearm that triggers a negligent entrustment lawsuit, or an audit finding that results from an inventory that can’t be reconciled against documentation. In a military context, it looks like an IG finding based on accountability records that don’t reflect the physical state of the armory, a FLIPL that can’t be resolved because condition documentation at issue wasn’t captured, or a dual-custody violation that exists in the access log regardless of what actually happened during the transaction. In a government agency context, it looks like a records retention finding, a data breach with an unbounded exposure window because electronics storage wasn’t logged, or a procurement challenge because the pre-award verification record is incomplete. Different contexts, different regulatory frameworks, different consequences. The same root cause: storage infrastructure that wasn’t designed to produce the accountability record the agency needed. The inverse is equally consistent. Agencies with storage infrastructure designed around accountability requirements, with automatic logging, individual access control, and documentation that satisfies the review standard as a baseline state rather than an aspirational target, consistently produce better outcomes under review across every context. Not because they’re doing better work operationally, but because the work they’re doing is being documented automatically rather than depending on consistent human behavior to create a record that the infrastructure should be generating on its own. Law Enforcement: Where Storage Liability Is Most Visible Law enforcement storage liability is the most publicly visible category because it surfaces in courtrooms, in civil litigation, and in the kind of accreditation reviews whose outcomes become public record. The connection between storage infrastructure and legal exposure is clearer in law enforcement than in other government contexts, which is why law enforcement agencies have made more progress on storage accountability than most other government verticals. The liability categories that storage infrastructure directly addresses in law enforcement are well established. Evidence storage that produces a complete, tamper-resistant chain-of-custody record from intake to courtroom closes the documentation gap that defense counsel uses to challenge evidence integrity. Weapons storage with individual access control and automatic logging closes the accountability gap that negligent entrustment liability depends on. Ammunition storage with lot-level tracking and physical separation closes the commingling vulnerability that can compromise ballistic evidence and produce audit findings simultaneously. What’s less consistently understood is that these liability reductions compound when the storage infrastructure is consistent across categories. An agency with strong evidence storage and weak weapons storage has closed one liability exposure while leaving another open. An agency with consistent accountability infrastructure across evidence, weapons, ammunition, and gear storage has produced a coherent accountability picture that holds up under review regardless of which category an auditor or investigator focuses on. The DASCO evidence storage line and the broader law enforcement storage range are designed around exactly this cross-category consistency, with a common access control and audit trail framework that produces coherent documentation across every storage category rather than strong documentation in some areas and gaps in others. Military: Where Liability Consequences Are Career-Level Military storage liability operates under a different framework than law enforcement liability, but the consequences are no less serious and in some respects more personal. An accountability failure in a military armory doesn’t typically produce a civil lawsuit. It produces a FLIPL, a relief for cause, a letter of reprimand, or in serious cases a criminal referral. Those consequences attach to individuals, specifically to the armorer and the chain of command responsible for the accountability environment in which the failure occurred. The armory NCO who signs for a weapon that later goes missing without adequate documentation of its movement bears personal financial and professional liability for that loss. The officer who failed to ensure adequate accountability infrastructure in their unit’s armory bears command responsibility for the accountability failures that infrastructure produced. These are individual liability consequences that flow directly from storage infrastructure decisions made at the unit or installation level. The liability reduction logic for military storage is therefore partly institutional and partly personal. A unit with storage infrastructure that supports serial number accountability, component-level tracking, and automated access logging produces inspection outcomes that protect both the unit and the individuals responsible for the armory. A unit with inadequate infrastructure creates conditions where good-faith efforts by armory personnel to maintain accountability are undermined by a system that can’t support the standard they’re trying to meet. The DASCO military storage line addresses liability reduction across the full range of armory accountability requirements, from individual weapon storage through crew-served weapon component accountability to TA-50 management, with configurations designed to support the accountability standard that protects both the unit and the individuals who are personally responsible for maintaining it. Government Agencies: Where

Corridor locker systems get designed by default more often than by intent. A facility manager identifies a need, measures the available wall space, orders lockers that fit the dimensions, and installs them in whatever configuration the space allows. The result works in the sense that it provides storage, and falls short in every dimension that matters for a secure facility: flow, access control, physical security, and the accountability record the facility’s broader security framework depends on. Designing a corridor locker system intentionally, meaning starting with operational requirements and working toward a physical configuration rather than starting with available space and working backward, produces a different outcome. Not a more complicated one. A more functional one that serves the facility for years rather than creating friction from the first week of operation. This guide covers the design decisions that matter most, in the order they should be made. Start With Flow, Not Dimensions The first design question for a corridor locker system isn’t how many lockers fit in the available space. It’s how people move through the corridor during the facility’s highest-traffic periods, and what the locker system needs to do within that movement pattern without creating congestion or bottlenecks. In a correctional facility, the highest-traffic period is shift change, when incoming and outgoing staff are both moving through the entry corridor simultaneously. A locker system designed for that peak load needs to allow multiple staff members to access lockers simultaneously without creating a queue that backs up into the entry screening area. A system sized for average traffic rather than peak traffic will create bottlenecks at exactly the moments the facility can least afford them. In a law enforcement agency, the flow pattern during shift transition involves officers moving from the corridor through to the gear room and back, with equipment staging happening in both directions simultaneously. A corridor locker system that sits in the path of that movement rather than adjacent to it creates friction that adds time to every shift transition. One that’s positioned and configured to support the staging workflow rather than interrupt it becomes a functional part of the transition process rather than an obstacle in it. In a government building, the flow pattern is more distributed across the workday rather than concentrated at shift change, but the design principle is the same. The locker system should be positioned and configured so that accessing it is a natural part of the entry and exit workflow rather than a diversion from it. A locker bank that requires staff to walk significantly out of their path to access creates informal workarounds that defeat the access control purpose of having the lockers in the first place. Map the actual movement patterns of your facility during peak periods before deciding where lockers go and how many positions are needed at each location. That mapping exercise produces a placement and sizing decision based on operational reality rather than available wall space. Access Control Architecture: Designing for Individual Accountability The access control decision for a corridor locker system determines what accountability record the system produces and whether that record is useful for the security and investigative purposes that secure facilities require it to serve. This decision needs to be made before anything else about the physical configuration is specified, because it affects the hardware specification, the integration requirements, and the ongoing management requirements of the system. Individual credential access, meaning each staff member accesses their assigned locker with a credential that identifies them specifically, is the baseline requirement for a secure facility corridor locker system. Shared key access and combination locks produce storage without accountability. Individual credential access produces storage with an access log that tells the facility who was in the corridor storage area and when, which is the record that matters when security incidents require investigation. The credential type decision follows from the facility’s existing access control infrastructure. Facilities that already use proximity cards or smart cards for door access can typically extend that credential to corridor locker access without issuing separate credentials for locker use. That integration simplifies credential management significantly: one credential per staff member that works across the facility’s access control system rather than separate credentials for different access control applications within the same facility. Facilities that don’t have existing card-based access control infrastructure face a choice between installing that infrastructure specifically for the corridor locker system or using a standalone locker access control system with its own credential management. The standalone approach is less expensive initially and more complex to manage over time as staff turnover requires credential updates across a system that isn’t integrated with HR or security management workflows. The integrated approach requires more upfront investment and produces significantly better ongoing management outcomes. Remote credential management, meaning the ability to add, modify, or revoke locker access credentials without physically interacting with each locker unit, is a management requirement that becomes more important as the number of lockers and the rate of staff turnover increase. A system that requires physical access to each locker unit to update credentials creates an administrative burden that grows with the size of the system. A system with centralized credential management handles staff changes efficiently regardless of how many locker positions are in the system. Purpose-built DASCO corridor locker systems support individual credential access with centralized management capability, designed to integrate with existing facility access control infrastructure where that infrastructure exists and to operate as a standalone system with remote management capability where it doesn’t. Physical Security Specification: Matching the Standard to the Environment The physical security specification for a corridor locker system should be determined by the threat environment of the facility rather than by the specifications of standard commercial lockers. In a correctional facility, the threat environment includes staff and visitors who may be motivated to defeat locker security to introduce contraband or access items that shouldn’t be accessible. In a government facility, the threat environment includes insider threats and the possibility of targeted access to government-issued

By Duncan Horner, CEO — Arctos Industries Corridor lockers don’t get the attention that armory storage or evidence room infrastructure gets. They’re not associated with high-stakes compliance frameworks or career-ending audit findings. They exist in the background of secure facilities, doing a job that only becomes visible when they’re not doing it well. That invisibility is exactly why they’re underspecified in so many facilities. The decision-makers who allocate budget for weapons storage and evidence infrastructure treat corridor storage as a secondary consideration, often addressed with whatever generic commercial lockers are available at a price point that fits what’s left in the facilities budget. The result is corridor storage that creates friction, accountability gaps, and physical security vulnerabilities in areas of the facility that connect directly to the secure areas that got all the planning attention. Here’s what corridor lockers actually do in a secure facility, what makes purpose-built solutions different from generic alternatives, and why getting this decision right matters more than most facility managers currently assume. What Corridor Lockers Are Actually Doing in a Secure Facility In a correctional facility, a government building, a law enforcement agency, or a military installation, corridor lockers serve a function that’s more operationally significant than their modest profile suggests. They’re the transition point between secure areas and general access areas, the staging location for equipment moving in and out of controlled environments, and the personal storage solution for staff who can’t bring personal items into restricted areas. That transition point function is where the security dimension becomes most significant. A corridor locker system that provides inadequate physical security or no individual access logging is a gap in the facility’s security perimeter that sits immediately adjacent to the secure areas the facility invested heavily in protecting. Contraband that enters a correctional facility through an inadequately secured corridor storage area represents a security failure that happened before anyone reached the controlled perimeter. Equipment that goes missing from an unlogged corridor storage area during a shift creates an accountability problem that the facility’s internal security systems can’t easily resolve because the corridor storage wasn’t part of those systems. The personal storage function matters for different reasons. Staff who are required to secure personal items before entering restricted areas need storage that they can trust to protect those items during a shift. A locker that can be opened by anyone with the combination, or that has a lock mechanism that’s been compromised through repeated use, isn’t providing the security the staff member needs or the accountability the facility requires. When personal items go missing from inadequate corridor storage, the facility bears responsibility for a security failure in an area it controls. Correctional Facilities: Where Corridor Storage Has the Highest Stakes Correctional facilities are where corridor locker inadequacy creates the most serious consequences, because the connection between corridor security and facility security is most direct in that environment. Everything that enters a correctional facility passes through the staff entry process, and corridor lockers are a central element of that process. Staff secure personal items, including personal mobile devices that aren’t permitted in restricted areas, in corridor lockers before entering the facility. The security of that storage directly affects the integrity of the contraband control process. A corridor locker system in a correctional facility that can be accessed by anyone with a master key, or that uses combination locks with combinations that have been shared informally over years of staff turnover, is providing security theater rather than security. It creates the appearance of a controlled entry process without the substance of one, and the consequences of that gap show up in contraband incidents that are genuinely difficult to investigate because the storage system doesn’t produce the access record that an investigation requires. Individual access control with automatic logging changes that picture fundamentally. When every corridor locker access is recorded with a user identifier and a timestamp, the investigation of a contraband incident has a starting point rather than an open field. The access log doesn’t necessarily identify the responsible party, but it bounds the population of people who accessed the storage area during the relevant window and provides evidence that either supports or contradicts staff accounts of their movements. Purpose-built DASCO corridor locker systems are designed with the individual access control and logging capabilities that correctional and secure facility environments require, with physical security specifications that reflect the actual threat environment rather than the commercial storage environment that standard lockers were designed for. Government Buildings: The Compliance Dimension Most Facility Managers Miss Government building corridor storage operates under physical security requirements that most facility managers are aware of in general terms and fewer have confirmed their current storage meets specifically. The requirements for securing personally identifiable information, government-issued equipment, and controlled items in storage areas accessible to government employees carry physical security standards that standard commercial lockers don’t satisfy. The gap between what the requirements specify and what most government building corridor storage actually provides is often significant. Standard commercial lockers used in government building corridors typically offer key locks or combination locks without individual access logging, steel construction that doesn’t meet the gauge specifications applicable to government security requirements, and no integration with the facility’s broader access control and monitoring systems. That gap creates compliance exposure that facility managers don’t always recognize because corridor storage isn’t the part of the facility that gets reviewed most closely during security assessments. But a security assessment that identifies corridor storage as non-compliant with applicable physical security requirements creates a finding that carries the same remediation obligations as findings in higher-profile areas of the facility, without the benefit of having been planned and budgeted for in advance. Addressing corridor storage compliance proactively, before a security assessment identifies it as a finding, is significantly less disruptive and less expensive than addressing it under a remediation mandate with a defined timeline. The cost difference between specifying compliant corridor storage in the initial facility plan or during a planned upgrade and replacing non-compliant storage

Storage infrastructure rarely makes it to the top of anyone’s priority list until something goes wrong. A failed audit, a missing weapon, a collapsed prosecution, a chain-of-custody challenge that unravels a case that should have been straightforward. At that point, the conversation shifts from “we should probably upgrade our storage” to “how did we end up here and what does remediation look like.” The agencies that avoid that conversation aren’t necessarily better funded or better staffed. They’ve made deliberate decisions about storage infrastructure that the agencies in remediation mode didn’t make, often because nobody connected storage to accountability in a clear enough way to justify the investment before the failure made it obvious. This guide covers the full range of DASCO storage solutions across law enforcement, military, and government verticals, with enough specificity to help any agency identify where their current infrastructure is adequate and where it’s creating exposure they may not have fully accounted for. What DASCO Builds and Why It’s Different DASCO manufactures purpose-built storage systems for environments where accountability, physical security, and compliance documentation aren’t optional features. The difference between DASCO storage and commercial alternatives isn’t primarily aesthetic. It’s in the construction specifications, the access control architecture, and the design decisions that reflect what law enforcement, military, and government storage actually requires rather than what general commercial storage can be adapted to approximate. Purpose-built means designed from the specification stage around the threat environment, the accountability requirements, and the operational demands of the specific application. A DASCO weapons storage unit for a law enforcement armory is designed around the physical security standards that law enforcement accreditation bodies specify, the individual access control requirements that chain-of-custody documentation depends on, and the transaction volume that a functioning armory operates under. A commercial locker adapted to the same application meets none of those design requirements specifically and satisfies them only to the extent that the adaptation happens to produce compliant outcomes, which is a less reliable basis for a compliance-critical application. The full range of what DASCO builds, organized by the agency type it serves, is covered in the sections below. Law Enforcement Storage: The Complete Picture Law enforcement storage requirements span weapons, evidence, ammunition, and gear, and the accountability standards that apply to each category are distinct enough that a single storage solution doesn’t address all of them. DASCO’s law enforcement line covers each category with configurations designed around the specific requirements that apply to it. Weapons storage for law enforcement operates under physical security standards specified by state accreditation bodies and, for federally certified agencies, by relevant federal frameworks. The minimum construction standard for compliant weapons storage, 14-gauge steel across body, door, and frame with multi-point locking and individual access control, is where DASCO’s law enforcement weapons storage begins rather than where it aspirationally reaches. Individual position identification, automatic access logging, and remote credential management are standard features rather than upgrades because the accountability requirements that law enforcement weapons storage must satisfy demand them. Evidence storage carries the chain-of-custody requirements that directly affect prosecution outcomes, and the storage infrastructure needs to produce documentation that holds up in court rather than documentation that approximates what a court will ask for. DASCO evidence storage systems generate complete, timestamped, tamper-resistant audit trails from intake through disposition, with physical separation between evidence categories enforced by the storage configuration rather than by procedure that depends on consistent human compliance. Ammunition storage for law enforcement addresses the lot-level tracking, physical separation, and distribution logging requirements that audits consistently focus on and that manual systems consistently fail to satisfy. Dedicated evidence ammunition storage with separation from departmental stock enforced by physical configuration rather than procedural guideline addresses the chain-of-custody vulnerability that commingling creates. Gear storage for law enforcement provides individual assignment infrastructure that connects each officer’s equipment to a designated, access-controlled storage position, with the condition tracking and inventory management capabilities that accreditation reviews and use-of-force investigations require. The complete DASCO law enforcement storage line covers all four categories under a consistent access control and accountability framework, allowing departments to build a coherent storage environment rather than managing incompatible systems across weapon, evidence, ammunition, and gear storage. Military Storage: Armory Infrastructure That Supports Real Operational Tempo Military armory storage requirements combine the physical security demands of law enforcement storage with the operational tempo requirements of unit-level weapon issue and turn-in at scale, and add the component-level accountability framework that military property management applies to every serialized item in a unit’s inventory. DASCO’s military storage line is designed around all three requirements simultaneously rather than optimizing for one at the expense of the others. Rifle and carbine storage configurations address the weapon orientation, rack spacing, and serial number visibility requirements that make daily accountability fast and mass issue manageable. Modular configurations that scale with unit inventory changes maintain a consistent accountability framework as the armory grows rather than requiring infrastructure replacement when capacity is exceeded. Pistol and Taser storage configurations support the dual-custody requirements that apply to sidearm storage in most unit configurations, with access control architecture that physically enforces dual custody rather than just procedurally requiring it. Individual position identification and automatic access logging produce the documentation record that supports the higher verification frequency that pistol accountability requires. Machine gun and heavy weapon storage addresses the component-level accountability requirements of crew-served weapons with storage configurations that maintain the connection between each weapon system and its serialized components in the physical layout rather than depending on documentation to reconstruct that connection after the fact. Enhanced physical security specifications reflect the stricter regulatory requirements that apply to these weapon categories. TA-50 storage configurations provide the individual soldier assignment infrastructure that makes deployment cycle issue and turn-in accountable rather than chaotic, with condition documentation integration that creates the baseline record needed to support financial liability determinations when equipment comes back from a deployment in worse condition than it left. The full DASCO military storage line covers armory infrastructure from individual weapon storage through crew-served weapon and TA-50

SAM.gov is one of those federal systems that procurement officers encounter constantly and understand variably. Most people who work in government purchasing know that SAM.gov exists and that vendors need to be registered in it. Fewer have a precise understanding of what that registration means for a specific purchase, what it doesn’t cover, and how it connects to the other contracting vehicles and compliance requirements that govern a government storage procurement. This guide is written for the procurement officer or facility manager who needs a clear, practical understanding of SAM.gov’s role in a government storage purchase, without the regulatory language that makes federal contracting guidance harder to apply than it needs to be. What SAM.gov Actually Is The System for Award Management, which is what SAM.gov replaced and what it still functionally is, serves as the federal government’s central database for vendors doing business with the government. It is the registration system that establishes a vendor’s eligibility to receive federal contracts and grants, and it is the verification system that contracting officers use to confirm vendor eligibility before making an award. SAM.gov registration is not a contracting vehicle. It doesn’t create a contract between the government and a vendor, and it doesn’t establish pricing or terms for any purchase. It establishes that a vendor is eligible to enter into federal contracts, that their business information is current and accurate, and that they are not excluded from federal contracting through a debarment or suspension action. For a government storage purchase, SAM.gov registration is a prerequisite, not a procurement method. A vendor who is not registered in SAM.gov cannot receive a federal contract award regardless of how well their product meets the specification or how competitive their pricing is. Confirming that a storage vendor is currently registered in SAM.gov with an active registration is a necessary first step in any federal procurement process, but it’s a first step, not a complete procurement approach. What Active Registration Actually Requires SAM.gov registration requires renewal on an annual basis, and a registration that has lapsed is not an active registration for contracting purposes. This creates a practical procurement risk that agencies don’t always account for: a vendor who was registered when you identified them as a potential source may not be registered when the contract is ready for award if the procurement timeline extended across a registration renewal period. An active SAM.gov registration requires the vendor to maintain current and accurate information across several categories: legal business name and address, Tax Identification Number, CAGE code, business size and socioeconomic status certifications, and the representations and certifications that contracting officers rely on to confirm vendor eligibility for specific contract types and set-aside programs. Vendors whose business information changes during the registration period are required to update their SAM.gov registration within specific timeframes. A vendor operating under a changed business name, a new address, or an ownership structure that has changed since their last registration renewal may have a SAM.gov record that doesn’t accurately reflect their current business status. That inaccuracy creates award risk that agencies can avoid by verifying registration currency and accuracy rather than just confirming that an active registration exists. For storage purchases specifically, the business size certification in SAM.gov is relevant when the procurement is structured as a small business set-aside. A vendor who certifies as a small business in SAM.gov but doesn’t meet the applicable size standard for the relevant NAICS code has made a false certification that creates liability for the vendor and a potential award challenge for the agency. Confirming size standard compliance for set-aside procurements is a step that goes beyond confirming active registration. SAM.gov and the Exclusions Database: What Debarment Means for Your Purchase One of SAM.gov’s most important functions for contracting officers is maintaining the exclusions database, which records vendors who have been debarred, suspended, or otherwise excluded from federal contracting. Contracting officers are required to check the exclusions database before making any federal contract award, and an award to an excluded vendor is a procurement violation regardless of whether the contracting officer was aware of the exclusion. For government storage purchases, this means confirming that your intended vendor is not listed in the SAM.gov exclusions database before proceeding with award. This check is straightforward to perform through SAM.gov’s search function, and it should be documented as part of the pre-award record for any federal contract. A contracting officer who can demonstrate that they checked the exclusions database and found no listing for the vendor has met the regulatory requirement. One who can’t demonstrate the check has a procedural gap in the award record. Exclusions can be added to the database at any point, including after a procurement has begun. For procurements with extended timelines, checking the exclusions database at the point of solicitation and again immediately before award is a practice that protects the agency against the scenario where a vendor becomes excluded during the procurement period. How SAM.gov Connects to GSA Schedule Purchases GSA Schedule vendors are required to maintain active SAM.gov registrations as a condition of their Schedule contracts, but active SAM.gov registration and active GSA Schedule status are not the same thing and need to be verified separately. A vendor can have an active SAM.gov registration without being on a GSA Schedule. A vendor can theoretically have a lapsed SAM.gov registration while their GSA Schedule contract remains technically in force, though GSA contract administration should catch that situation during the contract performance period. For an agency making a purchase through a GSA Schedule vehicle, confirming both active SAM.gov registration and current GSA Schedule status is the complete pre-award verification, not either one alone. GSA Advantage, which is the GSA’s online ordering system for Schedule purchases, displays vendor information that includes Schedule contract numbers and product availability, but it doesn’t always reflect SAM.gov registration status in real time. Using GSA Advantage to identify a vendor and verify their Schedule status and then separately confirming their SAM.gov registration status through SAM.gov directly is the

Government procurement for storage solutions sits at the intersection of compliance requirements, budget cycles, and contracting rules that most facility and operations managers didn’t spend their careers learning. The result is procurement processes that take longer than they should, produce specifications that don’t match operational needs, or get challenged after award because the contracting approach wasn’t appropriate for the purchase. None of that is inevitable. The procurement framework for government storage purchases is complex but navigable, and the agencies that move through it efficiently have usually invested in understanding a few specific elements that make the difference between a procurement that works and one that doesn’t. This guide covers the practical elements that matter most: how GSA schedules work for storage purchases, when sole-source contracting is appropriate and when it isn’t, and the specification practices that protect your agency through the procurement process and after it. GSA Schedules: What They Actually Are and How They Work for Storage The General Services Administration Multiple Award Schedule program is the federal government’s primary vehicle for commercial product and service procurement, and it’s where most government storage purchases should start. Understanding what a GSA Schedule actually provides changes how you approach a storage procurement significantly. A GSA Schedule contract is a long-term government-wide contract between GSA and a commercial vendor that establishes pre-negotiated pricing, terms, and conditions for specific product categories. When an agency purchases from a GSA Schedule vendor, it’s buying under terms that GSA has already negotiated on behalf of the government, which means the competitive procurement requirement is satisfied by the Schedule itself rather than by a separate agency-level competition. For storage purchases, this means that an agency can identify vendors whose products appear on the applicable GSA Schedule, compare offerings among Schedule vendors, and make a purchase without conducting a full competitive solicitation, as long as the purchase meets the applicable thresholds and the product category is covered under the Schedule. The time savings compared to a full competitive procurement can be substantial, and the compliance protection of buying through a Schedule vehicle is significant. The practical limitation of Schedule purchasing for storage is that the product you need has to be available from a Schedule vendor at a price that meets your budget. Schedule pricing is pre-negotiated but not necessarily the lowest price a vendor would offer under direct negotiation, and for large or complex storage purchases, additional price negotiation with Schedule vendors is both permitted and advisable. Ordering from a GSA Schedule doesn’t mean accepting the Schedule price without discussion. Confirm that any storage vendor you’re considering is currently active on the applicable GSA Schedule before building your procurement around that vehicle. Schedule contracts expire and get renewed, and a vendor whose Schedule contract has lapsed cannot be used as a Schedule purchase even if they were previously Schedule-listed. Verify current Schedule status through GSA Advantage or directly with the vendor before committing to a procurement approach. DASCO’s government procurement and contracting information covers current contract vehicle availability and the documentation your agency needs to complete a compliant purchase through applicable contracting channels. Sole-Source Contracting: When It’s Appropriate and When It Creates Problems Sole-source contracting, meaning a contract awarded to a single vendor without competition, is one of the most frequently misused procurement tools in government purchasing. It’s appropriate in specific, well-defined circumstances. It’s inappropriate in a much larger number of circumstances where it gets used anyway, often because it’s faster than competitive procurement and the compliance risk seems manageable. The legitimate bases for sole-source contracting in a storage purchase context are narrower than most procurement officers assume. Unique capability that only one vendor possesses, meaning genuine technical capability that no other vendor can meet rather than a preference for a specific vendor’s product, is the most commonly applicable basis. Urgency that precludes competition, meaning a genuine operational emergency rather than a planning failure that created a tight timeline, is the second. Continuation of work where a competitive award would produce unreasonable cost or disruption in a specific, documentable way is the third. Sole-source justifications that don’t fit cleanly into one of these categories create procurement challenges that surface during audits, Government Accountability Office bid protests, or Inspector General reviews. A sole-source award that can’t be defended against a challenge is not just a contracting problem. It’s a potential Procurement Integrity Act issue with consequences that extend beyond the specific purchase. The agencies that use sole-source contracting appropriately for storage purchases typically have done one of two things. They’ve identified a genuine technical requirement that only one vendor can meet and documented that determination rigorously before award. Or they’ve recognized that they don’t meet the criteria for sole-source and conducted a competitive procurement even when it took longer than they wanted it to. If you’re considering a sole-source approach for a storage purchase, the question to answer honestly before proceeding is whether your justification would survive a GAO protest or an IG review. If the answer is uncertain, the appropriate path is competitive procurement, even if the competitive process takes longer. Writing Specifications That Work for Procurement and Operations Government storage procurement specifications serve two purposes simultaneously: they define what the agency needs operationally, and they create the legal framework for evaluating vendor responses and holding awarded vendors accountable. Specifications that serve the operational purpose without serving the legal purpose create procurement problems. Specifications that serve the legal purpose without accurately capturing the operational need produce compliant contracts for the wrong product. The specification failures that create the most problems in government storage procurement fall into a few consistent categories. Brand-name specifications without adequate justification. Specifying a particular vendor’s product by name without a documented justification that meets the brand-name or equal standard is a procurement compliance problem that can invalidate an award. If a specific vendor’s product genuinely meets a requirement that no other vendor’s product can meet, that determination needs to be documented before the solicitation goes out, not justified after a protest is

Government electronics storage sits at the intersection of physical security, chain-of-custody accountability, and data protection in a way that most agencies haven’t fully worked through. The equipment is valuable, the data it contains is often sensitive, and the regulatory framework governing how it’s stored, accessed, and disposed of is more demanding than the storage solutions most agencies are currently using. The gap between what government electronics storage requires and what most agencies actually have isn’t usually the result of indifference. It’s the result of electronics storage being treated as an IT problem, a facilities problem, or a procurement problem, rather than an accountability problem that sits across all three. When nobody owns the full accountability picture, the gaps that develop in each area compound rather than canceling each other out. Here’s what those gaps typically look like, and what closing them actually requires. The Chain-of-Custody Problem Most Agencies Don’t Recognize Chain-of-custody requirements for government electronics are broadly understood in the context of evidence handling and law enforcement, but less consistently applied to the broader category of government-owned electronic equipment. The principle is the same regardless of context: a documented, unbroken record of who had custody of a specific piece of equipment, when, and for what purpose. For government electronics, that chain-of-custody requirement applies from initial receipt through deployment, maintenance, storage, and eventual disposition. A laptop that was issued to an employee, returned when that employee separated, stored in an IT room for six months, and then re-issued to a new employee should have a documented record of every custody transfer in that sequence. In most agencies, the initial issue and the final disposition are documented. The storage period in the middle is not, because nobody thought to apply chain-of-custody thinking to equipment sitting in a storage room. That undocumented storage period is a chain-of-custody gap. During an audit or an incident investigation, it’s the gap that makes it impossible to definitively account for what happened to a piece of equipment between the time one employee returned it and another received it. In a context where the equipment may contain sensitive data, that gap has implications that go beyond administrative inconvenience. Storage systems that log access automatically at the individual level close this gap by creating a record of who accessed the storage area and when, without depending on someone remembering to document each interaction. The chain-of-custody record for equipment in storage becomes a function of the storage system rather than a manual documentation requirement that gets skipped when nobody is specifically tasked with maintaining it. Physical Security Standards That Generic Storage Doesn’t Meet Government electronics storage carries physical security requirements that vary by the sensitivity of the equipment and the data it contains, but consistently exceed what standard commercial storage provides. A server room with a combination lock, an IT closet with a shared key, or a storage shelf in an unlocked office doesn’t meet the physical security standard for government electronics in most regulatory frameworks, even for equipment that isn’t classified. The physical security requirements for controlled unclassified information and for personally identifiable information stored on government devices are specific about what “secured storage” means: access control at the individual level, physical barriers that resist unauthorized entry, and documentation of access that allows reconstruction of who was in the storage area at any given time. Standard commercial storage infrastructure meets none of these requirements by default. The distinction between secured and unsecured storage matters most during an incident. If a government laptop containing sensitive data goes missing from a storage room with no access logging, the agency has a data breach with no ability to bound the exposure. When did the equipment go missing? Who had access to the storage area during the relevant period? Could the equipment have been accessed without being removed? None of these questions can be answered without access logging, and none of the required breach notification and remediation decisions can be made accurately without those answers. A storage area with individual access control and automatic logging doesn’t prevent theft or unauthorized access with certainty. But it bounds the exposure window, identifies the access events that need investigation, and produces the documentation that breach notification requirements depend on. That’s the difference between a manageable incident and an open-ended one. Purpose-built DASCO government electronics storage solutions are designed around the access control and physical security requirements that government equipment storage demands, with configurations that produce the access documentation that regulatory frameworks require and that incident response depends on. TEMPEST Considerations: What Facility Managers Need to Know TEMPEST is a set of standards governing the protection of sensitive electronic equipment from compromising electromagnetic emanations. For government agencies handling classified or sensitive information on electronic equipment, TEMPEST considerations affect not just how equipment is used but how it’s stored, and the physical storage environment is part of the TEMPEST compliance picture. Most facility managers have a general awareness that TEMPEST requirements exist without a precise understanding of what they mean for storage configuration. The practical implications vary significantly based on the classification level of the equipment and the specific TEMPEST standard applicable to the facility, and the storage configuration requirements should be confirmed against applicable guidance rather than assumed from general knowledge. What’s consistent across TEMPEST-applicable storage scenarios is that the physical storage environment is not a neutral factor. The materials used in the storage infrastructure, the proximity to facility boundaries, and the access control configuration all contribute to the TEMPEST compliance picture. Agencies that have addressed the equipment-level TEMPEST requirements without reviewing whether their storage infrastructure is consistent with those requirements may have compliance gaps in an area that doesn’t get routine attention from facility managers who are focused on operational equipment rather than stored equipment. For agencies operating under TEMPEST requirements, confirming storage configuration against applicable standards with qualified technical support is a specific action item rather than a general recommendation. The cost of a non-compliant storage configuration in a TEMPEST-applicable environment is significantly higher
